What my own particular commercial Market

value is must on account of circumstances be more or less pro- blematical, but in view of restricted oppor unity I trust every allowance will be made in the consideration of my application on that score, On this point I am in a position to state, that, home contemporaries of my own, now in Hongkong and elsewhere in the East, who have had similar commercial training to my own are now in full charge of leading business concerns, and are in receipt of generous incomes. My post cannot be compared with any other in this Department, and I am not aware of one similar to it in any other. I have therefore to submit my case on its merits. At various times I have served in the following capacities:- (a) Secretary to the Plague Commission on the housing of the Chinese (1894), (b) Member of the Committee appointed to report on the feasibility of providing house accommodation for subordinate officers of the Civil Service (1898), (c) Hon. Secretary Jubilee Committee (Jubilee Road and Victoria Hospital For Women and Children) from July, 1900, to April, 1903, when I also prepared the final statement of the accounts for publication. I have also acted as Assessor of Rates on the following occasions:- July, 190( to November, 1901, May, 1902, to October, 1902, and October, 1905, to October, 1906. From the Engineering Branch of this Depart- -mont during my own time four officers have secured appointments As Directors of Public Works, viz.:- Messrs. F. A. Cooper to Ceylon, J. R, Crook to Gibraltar, P. N. H. Jones to the Gold

Coast, and yourself here. Executive Engineers have therefore such

positions to look forward to for promotion in addition to

Assistant Directorships here and elsewhere, whereas it is reasonably certain from the despatches to and from the Secretary

of State, to which I have already referred, that I am fated to continue and to end my official career in my present post. I am as I have endeavoured to show in an isolated position. Since I began

to draw the maximum pay of my post the work of the Department has largely increased. This increase of work with its accompanying responsibility has a
